I can say that what this person did should be unlawful. I can say too that the penalty should be, at a minimum, full restitution for:<BR/>- The cost of fixing the plumbing, if any.<BR/>- The cost of the books damaged.<BR/>- The cost of the labor for re-ordering the books.<BR/>- The cost of the police investigation.<BR/>- The cost of the trial and post-trial supervision, if any. <BR/><BR/>Mr. Shumlevich's behavior should have no place in a civilized society.
